Privacy issues are at the core of HIPAA. Questions of interest to a researcher here are (a) what are the compliance mechanisms for privacy before and after HIPAA, (b) what are the typical privacy concerns and how do they differ from general privacy issues, (c) who are the agencies (or units) affected by the HIPAA rules, (d) what training and education programs are in place, (e) what unintended consequences have risen, etc. Perhaps there are a lot more issues in this area. It is best to research the area of privacy, trust, and security and bring to bear on HIPAA issues. I believe the area is a great pool of creative component topics.
