Will RIAA listen?
RIAA is like a race horse with side blinders on. They can not see any thing else. Too damn focused on anti-piracy that they ignore to look at other viable solutions. Perhaps the members of the music industry and technology providers might offer better ideas. Can they?
If you look at the various digital music players and the software that allows users to play these music files you notice that the fidelity of the music is just average. Bit rates of 98 or 128 gives reasonable quality when used in noisy environments like gyms, subways, etc. An audiophile would never want to have music sampled at that rate. For the average user on the run, with a cheap in-the-ear headphone, even a lesser bit rate is sufficient. Now, this offers a good solution to the music industry.
Release low bit rate music to the public free of charge! Doing so will increase the popularity of the music and should increase the sale of high quality version of the music. It is highly unlikely that a user would listen to high quality music on the run. In fact, the user would prefer to listen to such music in a relaxed and using high caliber equipment. That is what I would do.
