Power is Power   This is the bill that gives Duke Power, assorted environmental non-profits and other non-elected entities even further influence (at the expense of county governments) over individual property rights in our State. As originally introduced, passed in the Senate last summer and sent to the House, it applied specically to the Catawba River Basin, but within the last few weeks before the final votes, a second Commission was also added for the Yadkin/Pee Dee River Basin.    I know it clearly says "  (a)   The authority granted to each commission shall be advisory in nature and in no way shall either commission be construed to have any regulatory authority."  But, three years from now after their first advisory report or two, what will be the power of these commissions?   Votes were 44-1 in the Senate and 110-0 in the House.  Kudos to Senator Virginia Fox who was the one lone person in our State Assembly I was able to influence and have recognize what was being done in this legislation.  I wish I lived in the 5th Congressional district where she is running to replace Richard Burr so I could have the opportunity vote for her.   Senate Bill 859 2003-2004 Session Short Title: River Basins Advisory Commissions   Vote History Date Subject RCS # Aye No N/V Exc.
