The lobbyists definitely got to this one.  Prior to release, there was much leaking to test the waters for requiring businesses, universities and governments to do something.  I wonder if this issue is going to be handled in the same manner as privacy with the private sector we can manage privacy better and Congress and the states doing nothing.  Course, Congress could pass another HIPPA monster (a very good example why you should let states experiment with legislation before applying the model nationally) and we will all be worse for the wear.

Still, you wonder if we are going to keep fiddling to the whole net burns down...

The idea of a 24 hour contact for university and college campuses is worth further review.  The PATRIOT Act has some requirements where such a contact will be necessary as a matter of practicality if nothing else.
