SAT Prep -- for Free

The new state school superintendent wants to take up to an hour of daily class time to prepare students to take the SAT.  Do the math, that gets expensive.  But, California has a solution, on-line, ready to go---

So, students who want the prep (ultimate local control) can use the computers and internet connections we taxpayers pay millions a year to provide to access this preparatory course on their own time.  No fuss, no muss.  Am I missing something?
