Secrecy the best weapon?

Ok, one of the biggest criticisms of intelligence failures prior to 9/11 was the lack of communication -- all of the agencies thought their work was classified.  Now, as we move Homeland Security efforts to the local level, secrecy is touted as the best weapon.  And, while public officials were involved at the meeting -- which implies an open meeting under Georgia law -- the press was kept out.  See Columbus Ledger-Enquirer article for more details.
