Spam,  spam, spam, spam (cue the orchestra)

Well, if we weren't paranoid some of us would say that there is a conspiracy afoot in our nation's capital to protect the big companies and screw the little guy.   I mean, who of us would object to a bill that pre-empts all state laws on the matter, prevents class action suits (but lets ISP's sue) and requires individual opt outs (man, imagine having to call each and every provider of a fax ad to your machine -- and not having any means of punishing those that ignore you.)

But, they wouldn't do that....
