Retail scanners continue to create problems for consumers. North Carolina reports levying twice as many fines this year against retailers, mostly against K-mart. Utah scored relatively high in scanning errors in a 1998 FTC report, although the situation has improved since then. The Utah Division of Regulatory Services monitors scanning compliance.
