Legacy Highway Supplemental Environmental Impact Study The Federal Highway Administration and the US Army Corps of Engineers have announced that they are preparing a Supplemental Environmental Impact Study for the proposed Legacy Highway. This is an outgrowth of the court decision in Utahns for Better Transportation et al. v. U S Department of Transportation et al. (305 F, 3d1152).
