for the past couple weeks there has been a suv that parks in the same spot all day everyday.  theres a guy in it and sometimes he gets out to talk on his cell phone.  its parked in direct view of the courtyard and when he gets out he faces the courtyard.  the windows are tinted so dark, that one cant see in it from the building.

which reminds me of the last time that happened.  back when i lived with mark there was a truck that parked in front of our apt and the guy sat in it all day with it running.  occaisionally he'd be gone for an hour or two, but he'd always come right back to the same spot and just sit there.  so after about two weeks we called the cops cause it was shady.  turned out to be a private investigator.
