The technology of fishing has outpaced the ocean in areas where the huge international trawlers and netters cut swaths and those are the real evil bastards in world fishing issues. A family fisher is not the problem, but we are determined as a society to kill them off. Start treating the ocean pilligers as terrorists (the Asian fleets are particulaly culpable here) and shoot them down.
