Minneapolis Civil Rights Director Vanne Owens Hayes appeared before a city council committee today to reveal yet another redesign plan for the Civilian Review Authority, the beleagured board that reviews citizen complaints against Minneapolis cops. I had to come into the office before she was finished, but look for more here soon.
