I haven't read this myself yet. But I suppose my readers are quite able to make up their own opinion of this book You Are Being Lied To (pdf).

CommonDreams: "U.S. food aid is inefficient, wasteful and designed in most cases to benefit domestic constituencies, particularly U.S.-based agribusiness firms, shipping companies and some non-governmental organizations (NGOs), more than needy people in developing countries, according to a new report released this week by the Minnesota-based Institute for Agriculture and Trade Policy (IATP)."
Also interesting is Eye on America, a compendium of IATP articles for Social Watch that examine the impact of U.S. policies designed to reduce poverty.
It looks like the US is not combating poverty, but the poor; and government social policies may have done less to eradicate poverty than to render it invisible.
