EUObserver: "The EU is moving toward more flexible US-type methods for funding pro-democracy movements abroad, with previous European Commission efforts frustrated by bureaucracy.
The trend, visible in two initiatives to shake-up pro-democracy spending in the 2007-2013 budget, stems from a new culture brought to Brussels by eastern European member states, EU and US diplomats say."
This simply means exporting revolution and regime change. It is interference in the internal matters of other countries. It has nothing to do with promoting democracy, as Europe itself is moving away from democracy and curtailing civil rights and social security.
The main aim is to open up other countries for the 'free market', i.e. the market that is free for the US and Europe but not for the target countries. It amounts to financial annexation and domination, and exploitation of cheap labour.
This is a very worrying trend. Europe should spend its money in the countries that make up Europe, not on financing revolutions and war elsewhere. These funds are needed for health care and social welfare in Europe.
