In a big company like Oracle, it's not always easy to know what every single team is up to. As a part of looking into some issues that customers are reporting with using TIMESTAMP WITH TIMEZONE data and TIMESTAMP WITH LOCAL TIMEZONE data, I was having some trouble figuring out how to correctly format the timezone information in a TIMESTAMP WITH TIMEZONE value in JDBC. I pinged Kris Rice who works on SQL Developer and he pointed me to some code that was leveraging some classes in the Oracle Globalization Toolkit. This toolkit was something I wasn't aware of before. It's got some nifty facilities for working with Oracle number, date, and timestamp datatypes in different locales and accommodates the type of format mask language that Oracle developers are familiar with.
