I have long suspected that spammers, or at least the compilers of the email address lists used by spammers, were more devious than generally recognized. For instance, I bet they pay insiders for lists of addresses. Which insiders? Could by people working at private companies and ISPs. But could also be sysadmins for major internet backbone sites, like public universities, for instance.
