Following through on the vision requires commitment and ownership from the people who are responsible for its accomplishment. I have a long-standing belief, that is manifest in organization after organization, that people who were not involved in creating the vision don't own it. They go about accomplishing their jobs and goals in their own ways, like the lone ranger. These ways of doing things support the organization as best they can, but they never create the cohesive, goal-focused group we want.
So, shared vision is critical for garnering the support of the troops. Mentoring, developmental opportunities, and seminars are critical for building the ability of the troops to perform and transform.
