Tasty verdict on Thorn Cross
How do you tell when prisoners are content with their lot? One answer, it seems, is when they start wallpapering their rooms.
Inspectors visiting Thorn Cross "open" young offender institution (YOI) in Cheshire were impressed to find all rooms were carpeted and had curtains and TV. But the most striking evidence of detainees' pride in their surroundings was that they were able to decorate with wallpaper of their choice.
