What would you say if given the opportunity to review the learning
objects literature in approximately 5,000 words? I&apos;ve had to answer
that question for the upcoming Handbook of Research on Educational
Communications and Technology. A few months back, I asked everyone to
share their favorite learning objects pieces and got quite a response.
Today I&apos;m happy to present the community with two fruits of my efforts.
First, the preliminary draft of the paper. Before you complain, yes,
it&apos;s a Word document, but OpenOffice will open it. If you have any
comments on the draft I would love to hear them in the next few days
(don&apos;t have much time left before i have to submit the final copy).
Feel free to use Change Tracking and send me your edits, or just leave
higher level remarks in the Comments below. (I&apos;m well aware that I&apos;m

the entire point of helping kids learn, be thoughtful, engage, dream

member or leader, I can think of no other value in the education game.

&quot;revolution&quot; or &quot;evolution&quot; scenarios. &lt;/li&gt;&lt;li&gt;Technology upscaling problem &amp;#150; you may start experimenting
with wikis and blogs at &quot;do it yourself&quot; server without a budget and
formal support, but if the whole thing works it would have to

experiences are that once you go beyond early adopters to majority you

likely to work, experience in facilitating change and
self-organisation, specific tricks to make things work, etc&amp;#133;). &lt;/li&gt;&lt;/ul&gt;

&lt;p&gt;Asked by one legislator about HP&amp;#146;s hiring private investigators who
obtained phone records under false pretenses, a practice called
pretexting, to identify who&amp;#146;d leaked confidential information, Dunn
replied, &quot;I believe these [pretexting] methods may be quite common at
companies around the country.&quot;&lt;/p&gt;
&lt;p&gt;If so, that is chilling to business ethicist Kirk Hanson.&lt;/p&gt;
&lt;p&gt;&quot;As an ethicist I&amp;#146;m horrified that HP&amp;#146;s managers relied on the
assertion that it was borderline, but legal, and never asked whether it
was ethical,&quot; says Hanson, executive director of the Markkula Center
for Applied Ethics at Santa Clara University, in Santa Clara,
California.&lt;/p&gt;
&lt;p&gt;If HP adopted what Hanson called &quot;black ops&quot; as standard
investigative practices, he wonders how many other companies have done
it.&lt;/p&gt;
&lt;p&gt;HP, some of its employees and companies it hired to investigate
boardroom leaks to news media still face potential civil and criminal
liability for their actions. Other companies find themselves in a
dilemma over how to control information within the law.&lt;/p&gt;
&lt;p&gt;Companies may have a moral or legal responsibility to respect
people&amp;#146;s privacy, but they also have a legal and fiduciary
responsibility to protect confidential business information. And under
the federal &lt;a href=&quot;http://en.wikipedia.org/wiki/Sarbanes-Oxley_Act&quot;&gt;Sarbanes-Oxley Act&lt;/a&gt; in effect the last four years, they have obligations to investigate certain leaks, Hanson says.&lt;/p&gt;
&lt;p&gt;Companies have a right to investigate their own employees if they&amp;#146;re
suspected of leaking information. Employees should presume no right to
privacy in their use of company computers, e-mail programs or
telephones.&lt;/p&gt;
&lt;p&gt;One commonly used tactic to probe security breaches doesn&amp;#146;t even
involve electronic snooping. Companies exclusively give suspected
leakers seemingly important but relatively benign information. If it
turns up in the media, the company has identified the leaker.&lt;/p&gt;
&lt;p&gt;But Hanson sees a bright line separating how a company can investigate its own employees and how it can investigate outsiders.&lt;/p&gt;
&lt;p&gt;The HP reaction to leaks to reporters contrasts with the recent
practice of Apple Computer Inc. when proprietary information got out.&lt;/p&gt;
&lt;p&gt;Although Apple is known for its devotion to secrecy, it went to
court rather than to private eyes when confidential information leaked
in 2004. Apple, of Cupertino, California, sued in state court to force
two Web sites to reveal sources for stories they posted about a
possible new Apple product. A state appellate court ruled May 26 that
the writers on those Web sites enjoy the same First Amendment rights as
mainstream journalists and, thus, were protected by California&amp;#146;s shield
law from having to reveal their sources. Apple dropped the case. It did
not reply to a request for comment on this story.&lt;/p&gt;
&lt;p&gt;The Sarbanes-Oxley Act requires companies to develop a
whistle-blowing reporting system so employees can raise issues about
improper behavior within the company, said Hanson. That has prompted
companies to develop an investigative capability in the event improper
or illegal activity is alleged. &quot;So (under SOX), companies have
developed much enhanced investigative capability,&quot; he said.&lt;/p&gt;
&lt;p&gt;Companies also have to keep confidential information safe because
disclosure could be a criminal act or a breach of fiduciary
responsibility, said Rob Enderle, senior analyst at Enderle Group, a
technology market research firm.&lt;/p&gt;
&lt;p&gt;If word leaks that a board is contemplating an acquisition, for
instance, the company or people in it could be prosecuted for insider
trading if people used that knowledge to make stock trades.&lt;/p&gt;
&lt;p&gt;Given the potential liabilities, corporate investigations of leaks
are &quot;common,&quot; said Enderle. &quot;The stuff with the pretexting goes to the
extreme, but looking at company phone records or e-mails, that is very
common. Hiring an outside contractor is also common.&quot;&lt;/p&gt;
&lt;p&gt;In fact, leak investigations enjoy broad support among corporate directors.&lt;/p&gt;
&lt;p&gt;In a September telephone survey of 226 board members at publicly
traded companies in the U.S., 73 percent said a company&apos;s chairman
should be empowered to use any legally available means to identify a
board-level leaker, according to Ponemon Institute LLC.&lt;/p&gt;
&lt;p&gt;About 71 percent of the respondents said it would be okay for a
board chairman to review the e-mail messages of other members, in
addition to other types of confidential data stored on company
computers. Fifty percent said that reviewing telephone records of
individuals obtained via pretexting is proper as long as that approach
hasn&apos;t been outlawed.&lt;/p&gt;
&lt;p&gt;But HP&amp;#146;s tactics of tailing reporters, attempting to install a
tracer on a reporter&amp;#146;s e-mail program, pretexting numbers of people
outside the company and even considering planting spies in newsrooms as
janitors or clerical workers is &quot;bizarre&quot; to Rick Belluzzo.&lt;/p&gt;
&lt;p&gt;&quot;The reaction by HP was totally out of proportion with the
situation,&quot; said Belluzzo, chairman and CEO of Quantum Corp., a network
storage equipment maker. His r&amp;eacute;sum&amp;eacute; includes president of Microsoft
Corp. and a 23-year stint at HP, where he rose to the position of
executive vice president of its computer division.&lt;/p&gt;
&lt;p&gt;While he understands the importance of keeping certain information
confidential and making employees and directors sign confidentiality
agreements, HP overreacted to information leaks that are sometimes
going to happen anyway.&lt;/p&gt;
&lt;p&gt;&quot;It&amp;#146;s an impossible task to control information flow. I&apos;m still not getting it.&amp;nbsp; Call me naive, call me hopelessly
idealistic about what senior execs should be expected to know or sense
might be wrong but I just can&apos;t believe that anyone in a technology
company like HP, especially someone who is general counsel could
possibly accept an explanation that pretexting is legal. The pretexter
is impersonating another individual to obtain information they could
not get under legal means.&amp;nbsp; How do we know that?&amp;nbsp; Cause when
HP tried to find out the same stuff in 2005, they apprarently used
legal methods and came up dry.&amp;nbsp; I&apos;m not just getting where they
leaders are coming from.&amp;nbsp; It is one thing to admit - - hey, we
were desperate and made a mistake.&amp;nbsp; Corporate espionage is a
bitch, etc.&amp;nbsp; But it is another to appear so out of touch and
stupid about technology and social engineering that you don&apos;t even have
the common sense or experience to question how could someone this
information legally?&amp;nbsp; Do they believe their own information is
exposed so readily and legally to all?&amp;nbsp; Do they conduct their day
to day encounters to protect themselves?&amp;nbsp; I doubt it.&amp;nbsp; &lt;br&gt;
If they were my country mother, I&apos;d say &quot;OK, you wouldn&apos;t be expected
to know that given you&apos;ve never even signed on to a PC or used the

Dave Snowden is starting a blog. Who is left now? I talked with Dave
about blogs in Feb 2005 at Braintrust in San Francisco and he was very
skeptical. Now he has come over to the blogside with Cognitive Edge.
Dave has been on the conference circuit for years but now has settled
in Singapore for three months and started this blog. It will be
interesting to see what comes out as Dave has always been an

Jay Cross pointed to this great site called web2logo (the image is from
that site). The idea is pretty simple right? Click on the logo and go
to a page that contains a description of that company and a place that
allows for comments. Nice. Now I&apos;m with Jay; I&apos;m a huge clicker and
have a relentless curiousity about these things and this site could
actually chew up a lot of my time as I go from logo to logo checking
out all the new and innovative ideas. But this morning, maybe because
its raining and traffic was bad and that got mood going all sideways,
instead of clicking on the logos, I sat and wondered where thee same
kind of site was for all the new, cool, innovative learning products
that are streaming onto the market at such a rate that there is
actually a business in just helping people keep track of them. Where is
that site? You know the answer don&apos;t you? There isn&apos;t one. Because the
