Retirement plans for civil servants on the block. The governor wants the state legislature to place on ballot a sweeping reform for new non-federal, government workers. [The trade-off for civil servants has always been lower pay throughout your working life with the knowledge that you will have health benefits and a secure retirement if you stay. Without that, recruitment will be more difficult, IMHO.]
