A reader writes:
I discovered to my dismay that PayPal refuses to investigate fraud if it is not reported within 30 days of payment. This is not much time considering the length of time needed to allow for shipping and for trying other avenues first. I ordered from a website and paid through PayPal. After the initial e-mail confirmation, I heard nothing from the seller. After waiting a while and not receiving the goods, I tried e-mailing the seller, looking up the phone number, trying WHOIS (the phone number there was to an office of the ASPCA!), etc. I finally turned to PayPal. It was 32 days after the order. They refused to accept my complaint on the grounds that it was more than 30 days. I'm only out $27, but I'm certainly going to use PayPal only as a last resort in the future.
