Networkworld's Toni Kistner weighs in on OPM's latest report on the status of telework in the federal government in OPM report links telework to emergency readiness (June 7, 2004). A few quotes:

'The report states that telework has "been integrated into the federal government's Continuity of Operations Plans (COOP), and OPM is laying the groundwork for including telework in its evaluation of agency human resources programs. Besides holding agencies accountable, this change will define telework clearly as a basic [HR] tool, rather than a new program in need of promotion." '

While I don't see telework as a "basic HR tool", it's good that it's no longer a new concept in need of promotion. The business continuity aspects are driving this change.

Toni's summary of the top barriers (in order: the nature of agency work, office coverage challenges, data security, management resistance, and funding for equipment and IT) points right back to management resistance as an underlying factor. Are these truly barriers, or excuses?
