And Kerry certainly has given him an opening, saying that the war on terror is ``primarily an intelligence and law enforcement operation.'' If Kerry can stick with this, and advance a domestic and multinational agenda in place of war, and win, the country would be a different place.   ********

Since he has pointed towards the Intelligence services rather than the White House, is the step Kay Commission and archastrated move to avoid an analysis of the Whitehouse role? If so, we have a deeper degree of coordination. I probably am wrong here, but wanted to raise the question. ********
