Laser cartridge return

Almost all major manufacturers of laser printer cartridges provide a mechanism for returning spent cartridges (from what I can tell free by courier) as long as you are in the United States (and seemingly in Europe as well if the literature in the box is any indication). I am guessing this is not voluntary (or at least not without some government coercion).

None that I can find offer the same service for Canada. Why is this? Are Canadian governments lax or behind the times with recycling laws in this area?

Why is Microsoft not in F1?

I noticed this article about the upcoming announcement of Intel sponsorship of BMW in F1. More interesting though is why is Microsoft not sponsoring F1? It would seem like a perfect fit -- a world wide brand that is fraying a little around the edges in Europe and Asia where F1 has a very strong following. Of course the cost of F1 sponsorship is high but Microsoft shouldn't have a problem with cost.
