Linking to and especially being linked to is the best way to boost ones search engine rankings.
Also putting in all the "right" keywords, eg those you want hits for, in your pages or in its header. Html headers have fields which allow putting things like keywords, title, description etc. Title is probably the most important field. But Google keeps their formula somewhat secret, for obvious reasons.
Getting ranking is often treated as a sport. Eg look at the current page with rank 1 (the "i am feeling lucky" hit) for "weapons of mass destruction":
http://www.google.com/search?q=%22weapons+of+mass+destruction%22
or directly as though you had pushed the "i am feeling lucky" button:
http://www.google.com/search?q=%22weapons+of+mass+destruction%22&btnI=I%27m+Feeling+Lucky
Use your right click, when you get there, to view its source and note at the top that several meta tags have "weapons of mass destruction".
This guy has probably earned a fortune from Amazon by all the referals he gets by people clicking through from the links on that page. If i had a pecuniary bone in my body i would do something like that;-)
