Included in the first of these is a statement recognising that science has a central role in the development of the information society, and that there is a need to ensure that scientific data remains widely accessible....The declaration also makes an explicit reference to the need to promote open access initiatives for scientific publishing as part of support for 'universal access with equal opportunities for all to scientific knowledge'."
