That is the answers web site operated by the universally-popular search engine Google. The site works on the idea of pay for answers to questions that are important to you. You write down your question on the web site, and then designate an amount of money you're willing to pay for the answer. Then, one or more of a stable of experienced researchers affiliated with Google Answers tackles your question and provides an anwswer. If you're happy with the answer, you fork over the money you've agreed to pay. The site keeps a searchable archive of answers to past questions on the web site.
