GIS is a boundary object. People in planning can talk to people in Engineering through GIS. Both use it for different purposes, however there is a shared set of knowledge in the GIS itself, just to be able to use it. If the Engineering department is using a different software package than the planning department, then the object ceases to serve that purpose. Then the two departments will have less success at exchanging knowledge.
