According to this MSNBC story, the Bush administration is shifting blame for the Katrina fiasco to state and local authorities.
It occurs to me that the real winner in this whole thing is Karl Rove: between Katrina and the Supreme Court nominations, no one is going to remember that he got caught committing treason by outing a covert CIA officer.
