Of course the other reason could be that there just is no interest in upgrading systems.  Even the Federal government is not buying.

Bush Seeking More Flexible Passports Rule (AP). AP - Plans requiring passports from people entering the United States don't pass muster with President Bush, who has ordered a review of this border security effort amid fears it would impede legal travel from Canada, Mexico and other U.S. neighbors. Would someone in the administration please at least pretend to be in charge.  On Monday they annouce they are going to require passports, by Friday, it is to be reviewed.  Who knows what will happen by next Monday - we might all be required to get barcodes stamped on our asses...

Anti-Gay 'Day of Truth' Signs Up 1,150 (AP). AP - The inaugural Day of Truth, seeking to mobilize students who believe homosexuality is wrong, attracted 1,150 participants Thursday at about 350 schools nationwide, according to the conservative group which launched it in response to the far larger, gay-supportive Day of Silence. I see homophobia is alive and well in the United States...still.  Personally, I find the position of the Day of Truth organizers to be reprehensible.  Their platform is: detrimental personal and social behavior.  Except that in this case, I am applying it to them, rather than the gay community.

Wasn't it Jesus who said do unto others as you would have them do unto you?  I guess that only counts if you are white and straight.  At least in the US.
