Indian River is not alone in its concern, nor in its legit use of email - NOAA, and other governmental agencies that deal with both the public and private sectors use email to send annoucements of vital interest to those that have signed up. Further, many non-profits use it as well. The problem, as we are beginning to see, is that because users don't know the difference (or how to configure their machines and email correctly) to catch and filter, ISPs have taken it upon themselves to protect us, thus, the legitimate uses of email and mailing lists is being lumped in the spam bucket, forcing many organizations to abandon the email notification route, leaving many citizens without important, and sometimes critical, information.
