As much as I want to believe that the next attack will be sophisticated to the degree of eletronic triggers and that this is a good decision, from what I have been reading on the bombings in London, the devices were crude and homemade. And it was reported that the bombs in the preludes to September 11, including the TWA mishap (or so some claim) were all triggered with timers...made from watches. What's next, confiscate everybody's timepiece? Face it, turning off the cell sites does no one any good, and could cause harm.
