has become?  Excuse me, but I think the phrase you are searching for is was a.  Now I think felon is a good word to try on.

CIA agent's husband sees W. House cover-up on leak (Reuters). Reuters - The husband of a CIA agent whose identity was revealed amid debate over the Iraq war accused the White House on Thursday of being involved in a giant "cover-up" in the scandal and said President Bush should fire his top aide Karl Rove. It is not a cover-up, at least not in the traditional sense.  It is more a case of a president back peddling on a decision...or more correctly, being caught in yet another false statement...yeah, you could say lie, but that would be a mischaracterization.
