Well, I guess they have to pick on something, since making real change is about as likely as finding a warm spot in a snow storm. I am moving through the 9/11 Commission Report and the failures of the Intelligence community are not in their lack of IT, (although it is in need of some serious work, don't get me wrong) but in the simple act of left-hand right-hand. In this case, as spelled out in the commission's findings, it was a case of the left-hand not being allowed to talk to the right-hand. They cite several instances where the data was held and the sharing of that data was prohibited by policy or procedure, not IT or different departments not wanting to share. In most cases cited, the information was in the SAME office, but was not allowed to be shared.
No amount of technology is going to allow you to get around stupidity.
