Tennessee Gov. Bredesen Seeks Expansion Of Home And Community-Based Care For Medicaid Beneficiaries. Tennessee Gov. Phil Bredesen (D) on Wednesday announced plans to expand funding for home and community-based care for Medicaid beneficiaries who are elderly or who have disabilities, the Tennessean reports.
