An angry developer of a projected $70 million gated condominium community in Pamlico County is banging the drums of a potential lawsuit equal to the county’s annual budget.

House Bill 2824, which passed in June and took effect on Sept. 21, allows home and condo owners to take their complaints against community associations before an administrative law judge in the Arizona Office of Administrative Hearings.
