General contractors in some Mainland cities say they are reluctant to take on high-rise condo projects because the liability and insurance problems that come with building residential projects are a hassle.

Haverhill city officials recently did something that just a few years ago would have been dismissed as unthinkable. They approved a district that not only allows for dense residential development and grants builders incentives based on the number of units constructed.
