"Rather than turning over control to residents when the neighborhood is 75 percent complete, as is customary with homeowners associations ... Van Metre will have control for 20 years after the neighborhood is 100 percent complete," said resident Joe Vax. "We just don't have a voice." Brian Lubkeman, attorney for the SWHOA, said this is the way it's written in Southern Walk's contract. Under Virginia law it's perfectly legal, he added.
