The property owners are claiming CC and Rs drafted in the 1960s to regulate Burlingame’s industrial area prohibit the housing of animals. The PHS is arguing that the group is trying to narrowly interpret the agreement in a way that isn’t allowed by the document that governs the agreement, said PHS President Ken White.
