CA: Nixon's wall raises debate Recently the Cotton Point Homeowner Association asked City Hall to consider declaring the wall a landmark. The association's attorney, John McDowell, also is asking the city to close what he called a loophole in the code that allowed the city to issue one Cotton Point homeowner a grading permit for a wall demolition that didn't appear on the plans that the homeowner association had approved for the homeowner. 12:32:12 PM
