Twenty years ago, California had 7,000 homeowner associations, as the number of people moving into condominiums and similar "common-interest" developments started to soar. Today, there are about 43,000 such associations, or HOAs, with 8.5 million to 10 million Californians living in such developments, industry sources estimate.
