Ron Jackson and the other owners of his four-unit Pacific Beach condominium got an expensive letter in the mail this month. The letter, from the city's Water Department, said the building needed to install a “backflow” plumbing device by Feb. 1. The cost: at least $2,000, according to a bid from the list of city-approved installers. The city estimates that up to 150 San Diego multifamily buildings may get the same letter over the next six months.
