For almost a quarter century, he has sought hefty annual rent increases at his parks, only to be denied time and again. He has bemoaned his low rate of return (he once put it at 5 percent), and has sued cities repeatedly, racking up large legal costs for himself and the cities alike, and becoming deeply unpopular in the process. Now, after a generation of conflict, he has found a way out: condominium conversion.
