Twenty years ago, California had 7,000 homeowner associations, as the number of people moving into condominiums and similar "common-interest" developments started to soar.

A San Luis Obispo landmark known as the Righetti House, the 1877-era home at the corner of Palm Street and Johnson Avenue, has recently gone through a major renovation. Now, the owners want to convert its 10 apartments into condominiums.

Now, district officials have determined the spiral pattern is not situated on county open space land at all - it's owned by an adjacent homeowners association.
