French riots point to race divisions.

U.S. adoptions of foreign kids fall for 3rd year.

Vietnam is tightening its controls over the adoption of Vietnamese children by foreign nationals to curb child trafficking. A new decree, which will come into effect on January 02 2003, specifies that all adoptions must be approved and processed by a specialist agency to be set up within the ministry of justice.
