Scott Rosenberg: "Spammers are "free riders"; their defenses are ludicrous, and their abuse is a classic instance of the "tragedy of the commons." The Internet is our commons. We need to keep working on better ways to keep it from getting choked by spam."

John Patrick is on a Federal Trade Commission forum panel next week to discuss spam.

"We need a solution but I continue to believe that legislation can't work. Much of the spam comes from places that don't really care about U.S. laws. More importantly, it is not possible to define spam specifically enough to be able to make a law that would work."
