Imagine that, the Iraqis are trying to sell their own property without giving their new masters liberators the money.
Note that although the US had no legitimate cause to conquer Iraq, the Constitution does give Congress the power to "define and punish piracies and felonies committed on the high seas." In other words, the government could legitimately use force against the Royal Navy to stop them from committing any further acts of piracy. Not that they will, since the US Navy is guilty of the same crimes, but it's pretty ironic just the same.
