There's some good stuff here that might inform our attempts to help resource creators and collections supply us with metadata...

"SMBmeta.org is a website to facilitate the SMBmeta initiative. The intiative was started by Interland to try to help small and medium-sized businesses provide information to search engines and directories in an open and distributed way so that customers can do more complete searching. This website has some tools that can be used to help jumpstart the initiative. It also serves as a means for supporting the URIs in the specification with a real domain."

State of Kentucky website design guidelines. Really good set of templates for usability and valication, use of css, etc.

Might make a good model for NSDL branch library templates and guidelines.

There is a place for formal usability and if you have the opportunity (read: time and money) to do them, I recommend doing so. It's also great to learn from what others have experienced, to read books on usability and to keep up with the gurus.
