Congressman Heath Shuler starts weblog

Say hello to U.S. Congressman Heath Shuler (D-NC). He writes, "Today marks an important day for Western North Carolina and our nation as the 110th Congress officially convenes at noon. I am honored and humbled that you elected me to be your representative here today.

"We have an ambitious schedule for the first 100 hours we are in session. We will change the way business is done in Washington by enacting ethics rules that ban gifts and travel from lobbyists and restore trust in Congress by returning fiscal sanity to our budget process and ending the abuse of earmarks. We are also going to make changes to help American workers by raising the minimum wage, to help our seniors by allowing the Secretary of Health and Human Services to negotiate lower prescription drug prices for Medicare, and to help our families by cutting interest rates on student loans."

Giuliani for president?

Political Wire: "According to Political Insider, those close to Rudy Giuliani say he's in no hurry to make an announcement he'll run for president in 2008 -- and that he's far from a certain candidate. 'The disclosure of the nascent campaign's playbook indicates that Giuliani is all too aware of his potential liabilities -- from his personal life and from his political stances -- and some feel the later he jumps in, the longer he'll be able to ride his post-9/11 popularity.'"

Iraq

Jules Crittenden: "We've arrived at a crossroads in history. The choices are simple.

"In a letter to President Bush Friday, House Speaker Nancy Pelosi and Senate President Harry Reid said they want out of Iraq. It's over. The American people are sick of it. There is no reason and no will to keep fighting this.

"At the American Enterprise Institute the same day, senators John McCain and Joe Lieberman came out for a big, sustained surge of troops into Iraq. They made the case for fighting. Key word: 'Winnable.' They outlined the consequences of accepting defeat. Key word: 'Catastrophic.'

"We are sharply divided as a nation. There will be no governing by consensus. Only by hardnosed leadership. This week, we'll find out what it is going to be. Neither of our options is attractive. But that's war."

Andrew Sullivan: "The execution of Saddam is turning into a much bigger deal. For all the painstaking attempt to conduct a trial that represented justice, the execution made it all look like a sectarian lynching. Actually, strike that. In the end, it was a sectarian lynching. And the lynchers were the people we are now supporting in government in Baghdad. Don't get me wrong. I loathe Saddam with every ounce of my being, and am relieved he is now gone. But my hatred of him makes me even more angry that we have enabled him to secure a final victory. The manner of his death means a deepening of the sectarian vortex into which the president is about to send more young Americans."

Arkansas River Basin Roundtable

Here's an update on Arkansas River Basin Roundtable activities, from the Pueblo Chieftain. They write, "Funding for five water activities will be considered this week by the Arkansas Basin Roundtable, as the group's role shifts from a cooperative committee to a catalyst for change. 'If there's a monetary incentive, it serves as a way to help people work together,[per thou] said Alan Hamel, roundtable chairman. 'A real plus is that we've added value to the process. We've also added considerably to the amount of work we have to do.' Hamel, like many others, did not realize the potential of roundtables to help fund water projects when the state Legislature formed nine groups in 2005 to discuss water issues. Those roundtables feed into the statewide Interbasin Compact Committee, which will attempt to resolve issues among the basins...

"The first step will come Wednesday, when the roundtable meets at Otero Junior College in La Junta to consider five funding requests totaling nearly $470,000: The Southeastern Colorado Water Conservancy District is asking for $200,000 for funds to match a federal grant to continue work on the Arkansas Valley Conduit; The Southeastern district is requesting $50,000 toward developing a strategic plan to deal with tamarisk, Russian olive and Siberian elm invasions in the Arkansas River basin; The Lower Arkansas Valley Water Conservancy District is asking for almost $100,000 to help fund a study aimed at forming a water leasing management authority; The Lower Ark district, in cooperation with the Arkansas Valley Research Center at Rocky Ford, wants $50,000 in funding for a lysimeter station; The El Paso County Water Authority wants $70,000 toward an aquifer recharge and storage evaluation of the Upper Black Squirrel Creek Basin."
