Colorado Water

Ed Quillen discusses the recent U.S. Supreme court decision about the Arkansas River in his column in today's Denver Post [December 12, 2004, "Who should pay Kansas?"]. From the opinion piece, "Our Gov. Bill Owens has proposed using mineral severance tax money to pay Kansas, but that doesn't seem fair. It wasn't the entire state of Colorado which stole water from Kansas - it was certain private irrigators, whose identities should be easy to determine. They're the ones who took the water and profited thereby. Why should the rest of us pay? Colorado must pay Kansas, but Colorado ought to get the money from the miscreants, not from us taxpayers who never profited from this water theft."
